Armenia Fund's trustee donates nearly 2mln dollars for the construction of potable water system in Martuni, Artsakh.

When the first phase of the project is completed by the end of this year, almost two-thirds of Martuni will have around-the-clock access to water.

It will be very hard to convince the Karabakhi people that the European Union backs democratic processes given EU High Representative for Foreign Affairs and Security Policy Catherine Ashton’s statement about parliamentary elections in Artsakh Republic, according to a statement released by the European Movement of Artsakh.

Earlier Catherine Ashton had said in statement that the EU does not consider the parliamentary elections in Karabakh as legal.

“It is unconceivable for us that the EU does not recognize Artsakhi people’s right elect citing the fact that the Republic of Nagorno Karabakh is not recognized,” reads the statement.

Further it says that with such statement an attempt is made to exert pressure on the development of democracy in Karabakh.

“May be one day the EU will not recognize Artsakhi people’s right to live. Though indirectly, it is also being done, the EU ignores Azerbaijan’s statements to unleash a war. The European Movement of Artsakh considers that the statement of the EU High Representative has been prepared under Azerbaijani pressure and by non-professionals,” reads the statement, adding that the authors are hopeful that such statements will in the future be prepared by professionals in an attempt to prevent such steps undermining EU’s credibility
.

According to NKR CEC regular interim report issued by CEC Secretary Raya Nazaryan at CEC Press Centre by 17 o’clock 56.228 voters or 59% out of 95.303 eligible voters have already participated in the national voting for parliamentary elections. It has also been noted that some cases of violations have been registered due to some inaccuracies revealed in the list of voters, as well as some violations connected with election propaganda which have been examined and eliminated by regional, territorial and Central Electoral Commissions.


It should be reminded that in pursuance of conducting NKR NA elections 273 precincts were formed, including one in Yerevan in the building of NKR Permanent Representation in the Republic of Armenia. According to the electoral lists more than 95 303 eligible citizens participate in voting.

NKR NA elections are held by proportional and majoritarian systems. 4 political parties – “Free Motherland”, Artsakh Democratic Party, Armenian Revolutionary Federation and NKR Communist Party vie for 17 mandates provided by proportional system. Party-lists totally present 82 deputy candidates. 40 candidates are vying for 16 seats by majoritarian system.

NKR NA Assembly elections are observed by about 120 international observers from 15 countries – Armenia, Slovakia, Russia, Czeck Republic, the USA, Canada, South Ossetia, France, Argentine, Iran, Germany, Abkhazia, Holland, Denmark and the Transdniestrian Moldovan Republic as well as by 22 local observers. The elections are covered by 60 local and international mass media representatives.

Stepanakert, April 26 2010 - NKR Public Council for Foreign and Security Policy has called on Armenian Diaspora organisations to initiate the process of international recognition of the Nagorno-Karabakh Republic.

In a letter addressed to three traditional political parties and lobbying structures of the Armenian Diaspora, the Council noted that:

“Since April 2009, when Armenian-Turkish dialogue gained greater public prominence, we have been faced with new challenges. The process of negotiations between Armenia and Turkey and the signing of the two well-known protocols have caused much debate among Armenians.

Meantime, Turkey’s efforts to link its ratification of protocols to Armenian territorial concessions in favour of Azerbaijan have added to tensions in the Caucasus region.

With support of Diaspora Armenian organisations, Western parliaments have stepped up the process of recognition of the Armenian Genocide as a form of pressure on the Turkish leadership which is refusing to fulfill obligations it has assumed as part of the Armenian-Turkish reconciliation effort.

In response to this pressure, Turkish leaders have declared about a danger of regional destabilisation.

Keeping in mind Azerbaijan’s militaristic designs and the fact that Turkey remains Azerbaijan’s closest ally, there is little doubt as to where such destabilisation might occur.

In this regard, there is a need to strengthen the Nagorno-Karabakh Republic’s security and thus rule out a danger of another Armenian Genocide, this time in Eastern Armenia.

NKR Public Council for Foreign and Security Policy believes that together with recognition of Genocide, Diaspora Armenian organisation should make the issue of international recognition of the Artsakh Republic a priority direction of their activities. We do not believe that promotion of “commitment to peaceful resolution of the conflict” is sufficient.

Having gained substantial experience working with legislative bodies of various levels around the world, Diaspora organisations are capable of initiating the process of recognition of NKR by these entities.”
Gegham Bagdasaryan, member of the NKR Parliament and the Public Council member recalled that “Our compatriots abroad have extensive experience, gained during decades fighting for recognition of the Armenian Genocide. Time has come to use that experience to safeguard Armenian victories in Artsakh in the framework of international law.”
